The modification removes the red steady burn led on the lightbar.
When I made this, I wasn't aware that the light was required by the California (SA) vehicle code. Anyways it always kinda bothered me.

San Andreas Vehicle Code Section 25252 states: "Every authorized emergency vehicle shall be equipped with at least one steady burning red warning lamp visible from at least 1,000 feet to the front of the vehicle.

That is not a bug or issue, this is how CHP/SAHP lightbars works. This is require by California Law for any emergency vehicles to have at least a red light that don't flash in front of the emergency vehicle.

Maybe not a "fix" but I hate steady burns anyway, so good mod.
Someone teach this man what a steady burn is..
It's not a fix. It was intentional. That's what CHP (agency which SAHP is based on) has it originally.

I know it’s not to everybody’s taste either so not a bad tweak for a mod at all!
@GenSec No need to give that sort of rating — like I say, it’s a common misunderstanding and the content itself is not bad, I don’t think it’s a fair evaluation of the content made and the purpose it serves.
