This is an Arizona state trooper from the 1969 year. When the state troopers stoped Jacque Mesrine (the french ennemy public number one) they was dressed like that.

it replace the s_m_y_hwaycop_01
You need to downloded the @Lundy retro Hwaycop there:
Install it and then drag my files at the sames ways:
HAT files to x64e/models/cdimages/pedprops.rpf
CLOTHES files to update/x64/dlcpacks/patchday9ng/dlc.rpf/x64/models/cdimages/patchday9ng.rpf
