@xXSMzXx I was thinking if you even are seen with a gun in your hand, you get an immediate 1 star/ are attacked. More of a paranoid Los Santos. Coupled with the suggestions above, have pedestrians, hell even gang members on your side, and pretty much just make them riot. I like the oppressed civilians vs military idea these guys have going on.

@xXSMzXx This coupled with the 4x traffic, 4x peds and a variety of other mods makes this mod both hilarious and crazy. Restarted story, tried to play as Franklin. Everytime I leave the house I get attacked by these random prison escapees, and when I beat them to death the whole city comes after me.
So yeah, keep up the great work, more prisoners, hell even more military if you can would be awesome.
This mod actually reminds me alot of a city oppressed by military, sort of similar to HL2 City 17. It'd be awesome if you could steer this mod to get more of that vibe
