@Walter I found my issue I installed the mod in the wrong directory. Instead of installing under the mods folder where I have the common.rpf folder, I put it in the main directory. But no worries, I backed everything up.
After following the installation guide exactly three times, I go into the single player wait for a train and when it comes it still the default train setups (one engine, 3 flat cars, 5 boxcars for example). I have another mod installed that let's you drive the train itself by editing one of the scripts. While this mod in particular uses OpenIV. Could it possibly be some sort of compatibility issue?
