@sxxqwza I posted a comment here for a potential fix. Only if you have Natural Vision Evolved installed.
For NVE: You don't need to open OpenIV, go to your main GTA 5 directory > mods > update > x64 > dlcpacks . Now look for NVE_patches. You can make a backup for this folder if you'd like, but you can delete this whole folder and it should be working fine now.

I know it's been a year but if you ever wanted to come back and use this mod, most likely the issue you have is due to a shader pack that patches over player models. NVE does this;

I've noticed a lot of questions about a weird glitch where you're missing hair textures, making Michael or any other character that has custom hair models to look like they have radiation cancer. If you have Natural Vision Evolved or any shader pack that puts a patch onto player models, it messes with the files that edits the hairs and beards.

When shirtless, the neck seams are off from the body, but everything else is awesome
