You can find this on the roof and behind franklins house (the one he starts off in) and you can do what you want there.
To install you need Map Editor to load it.
https://www.gta5-mods.com/scripts/map-editor
Put the xml file in your gta v folder or put it in scripts\ autoloadmaps and it will load as soon as you get in game.
I might not update the map but any ideas for new ones would be great!
