This is a little reshade I made for FiveM but can obviously be used on GTA V as well works best with NVR, I have not tried it with other graphics mods
Also is best to have a higher spec PC it does not effect frame rate too much to my opinion but your millage may vary

which preset makes the lighting that shiny?
@raining bananas Lights on the Emergency cars or ambient lighting

@raining bananas I modified NVR but since I'm not the original developer of NVR I can't release that, but for Police lights I have my own visualsettings.dat ill include in my update

Hii.I love it.can u make like this mod of vice city(I mean vice city theme with matching Neon enb.u can make a vc theme's a overhaul enb ).I think about it's a neon enb.sorry for my english.and good luck for u........
